            Delegate Manchin moves to amend the bill on pages 28 and 29, Section 5, lines 17 and 18 on page 28 and line 1 on page 29, by striking out the words “ in the opinion of the secretary are sufficient in combination with practices and protections already in place” and inserting in lieu thereof, the following: “not less protective than the requirements of this article”.
